Summary

Recognizing the heightened, multidimensional and interconnected climate, biodiversity and urbanization risks and vulnerabilities in LDCs and developing countries, and lack of access to climate finance, this project will enhance interregional knowledge exchange and capacities of national and local governments in Lao PDR, Madagascar, Sri Lanka, and South Africa on financing for urban sustainable, net-zero, climate resilient and nature positive development for the most vulnerable urban communities. In Lao PDR, foreseeing a future increase in the frequency and intensity of extreme events, the project focuses on two fast growing urban areas in central and south Laos: Kaysone Phomvihane City and Pakse City respectively. 

Components

This project is part of the UN-Habitat flagship programme “RISE-UP: Resilient Settlements for the Urban Poor”, which leverages large scale investment to build urban adaptation and climate resilience in the global hotspots of vulnerability. At the same time, it addresses issues of poverty, spatial inequality and resilient settlements. 

Component 1

Enhanced interregional knowledge exchange and strengthened capacities of national and local governments in Lao PDR, Madagascar, Sri Lanka, and South Africa to understand local multi-layered risks and vulnerabilities (climate change, biodiversity & urban) and develop appropriate response options.

Component 2

Strengthened capacity of national and local governments in Lao PDR, Madagascar, South Africa, and Sri Lanka to develop appropriate bankable climate action projects in support of the most vulnerable urban communities.

Background

Historically, Lao PDR has grappled with climate-related events, including flooding, landslides, storms, and droughts, exerting considerable consequences across economic sectors, regions, and demographics, with a notable impact on the vulnerable population. In recent times, both Kaysone Phomvihane City and Pakse City, the two rapidly developing urban centers in Lao PDR, have encountered climate-related challenges, including occurrences like floods and droughts. Support is essential and requested at the local level to effectively tackle climate-related issues.
