This Report on the Environmental and Social Management Plan (ESMP) details the integration of Environmental and Social Safeguards (ESS) into the project “Enhancing the Climate and Disaster Resilience of the Most Vulnerable Rural and Emerging Urban Human Settlements in Lao PDR,” funded by the Adaptation Fund. In alignment with the Adaptation Fund’s Environmental and Social Policy (ESP), its 15 underlying principles, UN-Habitat’s ESS system, and national regulations, the ESMP ensures early risk identification, community engagement, and compliance monitoring. All project activities are screened to avoid, minimize, or mitigate negative impacts while enhancing positive outcomes. The project targets 189 vulnerable settlements in southern Lao PDR, aiming to improve access to climate-resilient infrastructure and essential services.
