This report is one of a set of four guidelines explaining multilevel governance processes related to climate change as they affect Laos. The report provides guidelines for Measurement, Reporting, and Verification (MRC) systems to enhance the technical understanding of Lao government staff in responding to climate change. The focus is on the technical understanding of the following three areas:

• MRV obligations under the UNFCCC;
• MRV in Laos; and
• Guidelines, tools and methodologies for MRV.
