This report is one of a set of four guidelines explaining multilevel governance processes related to climate change as they affect Laos. The objectives of this guidelines are to enhance the knowledge within the natural resources and environment sector in the following areas:

• The United Nations Framework Convention on Climate Change (UNFCCC) financial
  mechanism;
• International and Lao climate funds; and
• Market mechanisms and private finance.
